Paris Agreement Article 6 and the JCM

Article 6.2 of the Paris Agreement stipulates a cooperative approach in which the mitigation results achieved overseas are used to achieve the emission reduction targets of the supporting country. The Government of Japan has been implementing the JCM in accordance with the Article 6.2 of the Paris Agreement.

Meeting requirements of the cooperative approaches

Article 6.2 of the Paris Agreement contains series of requirements for implementing the cooperative approaches. The JCM is being developed and implemented in accordance with these requirements.

Promoting sustainable development

The bilateral documents agreed between JCM and Partner countries describes that the JCM contributes to the achievement of sustainable development (e.g. Bilateral document with Mongolia). Indonesia and Mongolia adopted the guideline for checking the contribution of sustainable development through JCM project implementation(SDGs page).

Ensuring environmental integrity

JCM ensures the environmental integrity by promoting additional greenhouse gas emission reductions through the JCM project implementation, Applying a conservative calculation method and Setting the eligibility criterion in addressing the environmental impact.

Ensuring transparency

All information including JCM rules and guidelines, Methodology and project information can be publicly available at JCM website.

Robust accounting (Avoidance of double counting)

The JCM will avoid the double counting in accordance with Paris Rulebook under Article 6 which will be adopted at COP26.

Cooperation with World Bank

A Memorandum of Cooperation (MoC) was signed between the MOEJ and the World Bank (WB) to scale up the JCM projects under Article 6 of the Paris Agreement. The MOEJ and the WB is cooperating to promote scale-up of JCM projects and application of JCM’s MRV (Measurement, Reporting and Verification) methodologies to WB’s projects towards implementing the Article 6 of the Paris Agreement.
