Toward the Establishment of the Bilateral Offset Credit Mechanism (BOCM) – Utilisation to Support the NAMA Implementation

 

Organisers:
The Ministry of the Environment Japan (MOEJ), the Global Environment Centre Foundation (GEC), and the Institute for Global Environmental Strategies (IGES), and Overseas Environmental Cooperation Center, Japan (OECC)

 

MOEJ, GEC, IGES and OECC jointly organised a side event titled, “Toward the Establishment of the Bilateral Offset Credit Mechanism (BOCM) – Utilisation to Support the NAMA Implementation” at the 36th session of the Subsidiary Body for Implementation (SBI) of the UNFCCC in Bonn, Germany on 17th May 2012.

 

It is expected that each Party to the Convention strives to reduce greenhouse gas (GHG) emissions in order to address climate change. In this respect, industrialising countries are in the process of establishing their own Nationally Appropriate Mitigation Actions (NAMAs), whereas Japan advocates for its Bilateral Offset Credit Mechanism (BOCM), which has the potential of decreasing GHG worldwide in an effective manner through Japan’s advanced green technology.

 

Against this background, this event featured the situation of NAMAs development in two of Japan’s partner countries: Mongolia and Laos and Japan’s efforts to support them. The latter specifically included information on Japan’s activities for the establishment of the BOCM (MOEJ), MRV verification and BOCM feasibility studies (GEC), capacity building for the development of MRV methodologies applicable to the BOCM (IGES), and the New Mechanisms Information Platform that disseminates information on these activities of Japan to push forward both NAMAs and the BOCM.
